A while back, Active Monitor and a number of other BQ components started 
sending out subjects like "=?ISO-8859-1?Q?Active Monitor state 
changes=?=" ....

I had a look back at my YUM logs, and found the set of updates where (I 
think) it was corrected:

Nov 12 06:00:27 Updated: pcre-devel.i386 4.5-4.el4_5.4
Nov 12 06:00:26 Updated: pcre.i386 4.5-4.el4_5.4
Nov 09 06:01:51 Erased: perl-Storable
Nov 09 06:01:51 Erased: perl-MIME-Base64

Nov 09 06:01:49 Updated: pcre-devel.i386 4.5-4.el4_5.1

Does anyone know specifically which of these beasts fixed this problem?
