Yes, you can restrict who is approved to post with the "restrict_post" flag.
It references a file which contains a list of approved email addresses that
are allowed to post.  If your email list is named "newsletter", you can
create a file named "newsletter.post" which contains the email address of
the newsletter editor.  Then edit the file "newsletter.config" (located in
"/usr/local/majordomo/sites/siteX/lists" where X is the site number in
reference), and change the entry for "restrict_post" to "restrict_post =
newsletter.post".

Is it possible to setup a list on a BQ box that allows people to 
subscribe and unsubscribe - but the list will only accept messages 
from one user?

Example a newsletter list. (not a discussion group)
