Try:
cp /usr/sausalito/configs/sendmail/popauth.m4 /usr/share/sendmail-cf/ 
hack/popauth.m4

then try to use (don't know wheather this works)
FEATURE(enhdnsbl,...
instead of
FEATURE(dnsbl,
