You can do this through the GUI, or use the suggestion that Paul posted.

Through the GUI you can edit each users SPAM-Filter settings as admin, too. 
Just go to the site in question and look at the list of users for that site. 
There should be three icons on the righthand side. The left one is for 
editing users, the right one deletes the user and in the middle should be an 
icon that allows to configure that users SPAM-Filter setting. If the middle 
icon is missing, contact me offlist and I tell you how to get that one back.
