For what it worth...
Many services on box had lock problem
DNS GUI locked
MySQL GUI locked
YUM Updater GUI locked (console yum update OK)

this problem now fixed by fluke
did 3 reboots
went to second vsite
select to modify existing user
save without changes

Now box seem to work everywhere.
